For carving the stamp, this Small Plastic Linoleum Cutter is a great economical set and works really well. I have an older version of this same set and have been using it for a few years now. 
Draw your design and then carve away all areas that will not have ink on them. All areas that are white are carved away while all areas that will pick up the stamp ink will be left untouched. TIP: Remember that whatever you carve will be backwards when you stamp it! This is especially important when carving letters - you'll need to carve them backwards to stamp the right way.
